State Agency "Civil Aviation Agency" is under supervision of Ministry of Transport.

Functions of the Civil Aviation Agency:

  • implement a national policy in the field of civil aviation security,
  • to provide necessary information to further functions of public administration in the field of aviation security,
  • to provide public services within its competence,
  • to represent Latvia's interests within the competence of the European Union institutions and international civil aviation organizations in matters related to aviation security,
  • to implement national programs and projects in the field of civil aviation security as well as to perform other functions by national, international and European Union regulatory enactments.

Transport Accident and Incident investigation Bureau

The Bureau is under direct supervision of Ministry of Transport.

The main purpose of TAIIB is to investigate aircraft accidents and incidents, serious railway accidents and railway accidents and from 1 June 2011 also marine accidents to ascertain and determine the causes thereby to prevent recurrence of equal aircraft, railway and marine accidents and incidents in the future and improve aviation, railway and marine safety. The purpose of investigation is not to apportion blame or liability.

TAIIB has three structural departments – Aircraft accident and incident investigation department, Railway accident investigation department and Marine accident investigation department. TAIIB has a permanent staff of ten personnel including: three investigators in aviation, two investigators in railway, two investigators in marine and three administrative staff members.

SJSC Latvijas gaisa satiksme

The main goal of the State Joint Stock Company Latvijas gaisa satiksme (LGS) is to provide the users with the optimum Air Navigation Services in Riga Flight Information region (FIR). LGS product is air navigation services.

As a member of civil aviation, LGS is subject to the Ministry of Transport of the Republic of Latvia.

LGS provides air navigation services to customers in an open and transparent manner. All the conditions of service provision are clearly identified in the relevant parts of AIP of the Republic of Latvia. These conditions relate to the operational limitations only.

Customer satisfaction is the main focus of the Company. LGS does not discriminate its customers on grounds of nationality or identity. LGS provides all airspace users with equal quality services.

„Aviasabiedriba „Liepaja” Ltd

In 2017, Liepaja Airport made corrections in certificate and started operating flights also during the winter season.

In the spring of 2018, a year after the resumption of flights, a total of almost 9,000 passengers were carried. The most popular destinations from Liepaja are Copenhagen, Stockholm and Moscow.

Liepaja Airport also successfully handles general aviation flights.

Ltd “Ventspils Airport”

Ventspils Airport (ICAO - EVVA) is a national civil aviation airfield, which specializes in general aviation service or certified visual flights during daylight and after dark.

The airport is located in the south of Ventspils, 3.5 km from the city centre. The airfield has one 1298 m long and 32 m wide asphalt pavement runway, while technical characteristics of the aerodrome allow the handling of a maximum take-off mass of up to 30 tonnes.

The mission of Ventspils Airport is to meet the needs of aviation-related organizations and the public interest for an efficient and safe general aviation airport service in the Kurzeme region, as well as to ensure the continuous development of airport technology and infrastructure.

Latvian Aviation Trade Union Federation

Latvian Aviation Trade Union Federation (LATUF) is an independent organization that unites individual members of the aviation trade union on a voluntary basis, independently of their place of work, trade union, incl. also civil aviation training institutes, air clubs. The basic principles of LATUF are equality, openness and solidarity among union members and organizations. LATUF is a part of the Latvian and international trade union movement.

Goals and objectives of LATUF:

  • strengthening of the Latvian Aviation Trade Union Federation and creation of a favourable environment for the activities of the unions,
  • consolidating individual members and organizations of the LATUF in pursuit of common goals and strengthening of the trade union,
  • defending LATUF members, their economic, social, professional right and interest representation and declaration,
  • representing members and organizations r in social dialogue with the employer and advocacy of their members and their trade unions in the Latvian Free Trade Union Confederation and public administration, prosecutor's office, court and other organizations,
  • providing legal and consultative assistance in concluding collective labour agreements between the trade union and employer,
  • providing legal assistance and advice to LATUF members and organizations in resolving disputes and conflicts.
